There used to be a time when things such as smuggling or piracy were just idle fancies; a dream for the darkest of hearts that could never be fulfilled due to the Republics vigilant eye and strong arm.
This is not that time.
Galactic war has brought with is galactic chaos. The Republic decays under brutal assaults, and no longer has the means to chase down petty things such as individual smuggler. Moreover, the Confederacy even encourages such illegal actions, so long as they're directed towards the Republic. The Clone Wars has allowed the criminal and independent world to flourish, providing a seemingly endless line of jobs for smugglers, hackers, bounty hunters and pirates. They've once again gained their freedom to do whatever they wish - legal or otherwise.
Slowly this ideology is being accepted among more and more. Many choose to flee the horrors of the Clone Wars and live their own life; which means providing for such a life in whatever manner possible. Without real risk of punishment, why wouldn't they? There's always something that needs to be stolen. Always someone who needs to be killed. Always credits to be earned.
